Rules 2011

TEAM  MEMBERS

• Only  players  declared  to  the  Tournament  Director  shall  be  permitted  to  play  for  a  team  entered  into   the  Tournament.  
•The  players  are  to  be  numbered  and  these  details  are  to  be  advised  to  the  Tournament  Director  prior   to  the  start  of  the  Tournament.  
•Each  player  must  wear  a  jersey  with  his/her  nominated  number  on  every  match  in  which  he/she   plays  in  the  Tournament.  

COMPETITION  POINTS  AWARDED  FOR  POOL  GAMES  (BOYS)  ROUND  ROBIN  GAMES  (GIRLS)    
•Win  3 points
•Draw   2 points 
•Loss   1 point
•No  show     no  points  
 
POOL  PLAY  
•Boys  - Teams  play  a  full  round  within  their  eight  team  pools  
•Girls  -  Teams  play  each  other  twice  in  a  five  team  round  robin  format  
 
PLAYOFF  POOLS  BOYS  
Following  the  completion  of  the  pool  games  all  teams  will  go  forward  as  follows:  
a) The  teams  ranked  1st  and  2nd  in  each  of  the  pools  will  progress  to  a  second  round  of  pool  games  top  8  playoffs  (2  pools  of  4).  
b) The  teams  ranked  3rd  and  4th  in  each  of  the  pools  will  progress  to  a  second  round  of  pool  games  for  the  9th  • 16th  playoffs  (2  pools  of  4).  
c) The  teams  ranked  5th  and  6th  in  each  of  the  pools  will progress  to  a  second  round  of  pool  games  for  
the  17th  • 24th  playoffs  (2  pools  of  4).  
d) The  teams  ranked  7th  and  8th  in  each  of  the  pools  will  progress  to  a  second  round  of  pool  games  for  the  25th  • 32nd  playoffs  (2  pools  of  4).  

DETERMINING  STANDINGS  AT  THE  END  OF  POOL  GAMES    
In  the  event  that  two  or  more  teams  in  a  pool  are  tied  on  points  at  the  conclusion  of  pool  play  the  finishing   positions  will  be  determined  in  accordance  with  the  following  criteria,  which  will  be  applied  in  the  order  in   which  they  appear  until  the  tie  is  broken:  
a) Where  two  teams  are  tied  on  points:  
i. The  team  that  won  the  game  between  the  two  teams  shall  be  deemed  to  have  finished  
higher;  
ii. The  team  with  the  highest  positive  margin  or  points  scored  for  and  against  in  pool  play  shall  
be  ranked  higher;  
iii. The  team  with  the  highest  positive  margin  of  tries  scored  for  and  against  in  pool  play  shall  be  
ranked  higher;  
iv. The  team  that  has  scored  the  highest  number  of  points  in  pool  play  shall  be  ranked  higher;  
v. The  team  that  has  scored  the  highest  number  of  tries  in  pool  play  shall  be  ranked  higher;  
vi. In  the  event  the  tie  cannot  be  broken  as  set  out  above  then  the  ties  will  be  resolved  by  the  
toss  of  a  coin  between  the  Team  Managers  concerned.

b) Where  three  or  four  teams  are  tied  on  points:  
i. The  team  with  the  highest  positive  margin  of  points  scored  for  and  against  in  pool  play  shall  
be  ranked  higher;  
ii. The  team  with  the  highest  positive  margin  of  tries  scored  for  and  against  in  pool  play  shall  be  
ranked  higher;  
iii. The  team  that  has  scored  the  highest  number  of  points  in  pool  play  shall  be  ranked  higher;  
iv. The  team  that  has  scored  the  highest  number  of  tries  in  pool  play  shall  be  ranked  higher;  
v. In  the  event  the  tie  cannot  be  broken  as  set  out  above  then  the  ties  will  be  resolved  by  the   toss  of  a  coin  between  the  Team  Managers  concerned.
 
TEAM  WITHDRAWAL  
If  a  team  refuses  to  play,  or  wilfully  abandons  a  game  in  progress,  without  the  prior  consent  of  the Referee,   then,  subject  to  confirmation  by  the  Tournament  Director,  that  team  will  be  expelled  from  the Tournament.  
If  a  team  is  expelled  from  the  Tournament  all  games  against  that  team  will  be  deemed  null  and  void.   This   means  that  any  competition  points  awarded  in  games  against  the  expelled  team,  or  points  or  tries scored  or   conceded  against  the  expelled  team,  will  not  be  taken  into  account.  
 
SEMI  FINAL  
During  the  semi-­‐finals  in  the  event  of  a  game  being  drawn  at  the  end  of  normal  time,  extra  time  will  be played  until  a  winner  is  determined.    Following  the  end  of  normal  time,  a  two  minute  break  will  be observed.    
Extra  time  will  be  in  periods  of  five  minutes.    The  team  that  first  kicked  off  will  do  so  again  in  the  first period   of  extra  time,  and  subsequent  kick-­‐offs  will  alternate  between  the  two  sides.    After  each  period the  Teams   will  change  ends  without  interval.    In  extra  time  the  team  which  scores  first  will  immediately be declared  the   winner  without  further  delay.      
 
FINALS  
Extra  time  as  for  semi-­‐finals  in  the  event  a  game  is  drawn  at  fulltime.    

JUDICIAL  
The  BOPRFU  shall appoint  a  Judicial  Officer  and  Citing  Commissioner  for  the  tournament.    A  player  sent  off for  the  breach  of laws  will  be  dealt  with  immediately  by  the  Judicial  Officer.  
 
DISPUTES  
To  be  completed  on  the  Official  Dispute  Form  and  lodged  with  the  Tournament  Director  within  30  minutes. • All  disputes  must  be  lodged  by  team  coaches/managers  only    
• A  protest  fee  of  $50.00  will  be  charged.    If  the  protest  is  upheld  the  fee  will  be  refunded.      
• The  venue  controller  will  liaise  with  the  Disputes/Judiciary  Director  and  he  will  call  a  meeting  of  the  
disputes  committee  as  soon  as  practical  to  resolve  the  dispute.
