REFEREES
The BOP Rugby Union will provide qualified referees.

TALENTED PLAYERS
The organizing committee will arrange for selectors to be present daily to select a Tournament Team.  These players will receive certificates indicating that they have been selected as the top 12 players from the tournament at the prize giving.

SEVENS RULES
The Aims games Rugby Sevens Tournament (the “Tournament”) will be played over two days according to the International Rugby Board (IRB) Laws of the Game with Seven-a-Side variations as framed by the IRB.

ENTRY TO TOURNAMENT
The Tournament is conducted on an invitation basis to all New Zealand Schools with year 7 and 8 Students
       
TEAM COMPOSITION
Each team shall comprise:
         (a)    Up to twelve players
         (b)    Up to three management

Only players declared to the Tournament Director shall be permitted to play for a team entered into the Tournament.

The players are to be numbered 1 to 12 and these details are to be advised to the Tournament Director prior to the start of the Tournament.  Each player must wear a jersey with his nominated number in every match in which he/she plays in the Tournament.

COMPETITION POINTS AWARDED FOR POOL MATCHES
Win             3 points
Draw           2 points
Loss            1 point
No show     no points

If a team refuses to play, or willfully abandons a match in progress, without the prior consent of the Match Referee, then, subject to confirmation by the Tournament Director, that team will be expelled from the Tournament.  If a team is expelled from the Tournament all matches against that team will be deemed null and void.  This means that any competition points awarded in matches against the expelled team, or points or tries scored or conceded against the expelled team, will not be taken into account.

DETERMINING STANDINDS AT THE END OF ROUND ROBIN COMPETITION
In the event that two or more teams are tied on points at the conclusion of play the finishing positions will be determined in accordance with the following criteria, which will be applied in the order in which they appear until the tie is broken:         
         a)     Where two teams are tied on points:
(i)   The team that won the match between the two teams shall be deemed to have finished higher;
(ii)  The team with the highest positive margin of points scored for and against shall be ranked higher;
(iii) The team with the highest positive margin of tries scored for and against shall be ranked higher;
(iv) The team that has scored the highest number of points shall be ranked higher;
(v) The team that has scored the highest number of tries shall be ranked higher;
(vi) In the event the tie cannot be broken as set out above then the two teams will share the placing i.e. 1st or 2nd

         b)    Where the three teams are tied on points:
(i)   The team with the highest positive margin of points scored for and against in shall be ranked higher;
(ii)  The team with the highest positive margin of tries scored for and against in shall be ranked higher;
(iii) The team that has scored the highest number of points in shall be ranked higher;
(iv) The team that has scored the highest number of tries in shall be ranked higher;
(v) In the event the tie cannot be broken as set out above then the three teams will share 1st place.

DURATION OF MATCHES
The duration of all games will be seven minutes each way, with a one minute interval.

PLAYER ELIGIBILITY
Each school team entered will comprise only of players who:    

    1. Are currently enrolled fulltime in either year 7 or 8 at the school they are representing.

JUDICIAL

    1. The BOPRU shall appoint a Judicial Officer and a Citing Commissioner for the Tournament.

    2. A player sent off for breach of the laws will be dealt with immediately by the Judicial Officer.

    3. The BOPRU will also appoint an Appeal Committee.

    4. The Judicial Officer, Citing Commissioner and Appeal Committee will operate in accordance with IRB Regulation 17 as it applies to Sevens Matches with appropriate modifications.

REFEREES AND ASSISTANT REFEREES

    The BOPRU shall appoint the referees for the Tournament.

    All Assistant Referees must be recognised referees.  Law 6B(6) of the `Laws of the Game applies in relation to their reporting foul play and misconduct to the referee for the match

DISPUTES AND INTERPRETATION
In the event any dispute shall arise as to the meaning or interpretation of these Regulations or any contingency arising not covered by these Regulations, a ruling shall be given by the Tournament Director and that ruling shall be final.


NOTE

    1.     Mouth guards must be worn by all players.

2.     All girls to play barefoot
3.     At least one member of each management team must have completed NZRU Small Blacks Course (NZRU Requirement).  A Small Blacks Course will be run on the Monday evening for those without this accreditation.

 

MEDAL PRESENTATION
The three placed teams will be presented with their medals and winners cup at the official AIMS GAMES Closing Ceremony on Friday 10th September 1.00pm at the QEYC.

RISK MANAGEMENT
The organizers will manage risk during the event’s programmed activities.  This does not include transport to and from the venues, leisure activities or accommodation arrangements.  Clear instruction to coaches / team managers will be given about the extent of the organizers responsibilities at the Sunday night managers meeting and in the “Terms and Conditions of Entry”.
